This position is a core component of the Family Resource Center, designed to help families identify their strengths, meet their needs, and achieve their goals. It is not a stand-alone task—it operates in collaboration with all other Center staff and is driven by the expressed needs and priorities of the participating parents.

 Key Responsibilities: 

•      Oversee the health, safety and well-being of all the children.

•      Plans and implements a developmentally appropriate program for infants and toddlers, including screenings, assessments and development of children's individual classroom plans.

•      Demonstrates a sound knowledge of good teaching practices and of child growth and development.

•       Participates in program staff meetings and training provided by MFN or sponsoring agency.

•       Reports directly to Center Director concerning Child Development Program and other job responsibilities.

•      Functions as member of the Center program management team.

•       Provides parents with information and support in their parenting role.

•      Ability to lift to 50 lbs.

•      Ability to get up and down off the floor.

•      Complete all required paperwork.

Specific Qualifications:

•       Have a thorough knowledge of child growth and development of the first years of life from birth to three years of age.

•      Demonstrate sensitivity and understanding when relating to parents' situation and feelings.

•       Possess basic management skills to include:

o        Effective written and verbal communication skills.

o       Knowledge and ability to design and maintain an appropriate environment for infants and toddlers.

o       Ability to plan and implement activities for children individually and as a group.

o        Ability to maintain records and reports on young children.

o        Ability to reinforce health and safety standards in the child development room.

•      Possess supervisory skills related to childcare management which include:

o       Demonstrated ability to supervise and evaluate child development personnel and volunteers.

o        Ability to make sound decisions related to interactions between staff, parents and children.

o       Ability to provide guidance and direction to staff in curriculum planning and implementation and planning children's activities.

o        Ability to model team leadership skills on issues of child development.

o       Ability to model/teach parents and staff how to nurture and interact with babies and young children.

Education/Experience: 

·         Master's degree in Early Childhood Education preferred.

·         Bachelor's degree in Early Childhood Education, Special Education, Child Development or related field accepted.

·         Must have experience working with young children from birth to three years old. Minimum of 1-year supervisory experience required.

The GOFCC Coach / Technical Assistance Specialist plays a critical role in expanding access to high-quality child care by supporting individuals through the entire journey of becoming licensed Family Child Care (FCC) providers.

This position requires a hands-on, relationship-driven coach who can guide participants from interest to licensure with urgency, accountability, and care.

The Technical Assistance Specialist works directly with participants to:

• ♦           Navigate the Office of Child Care Family Child Care (FCC) licensing process
• ♦   Build sustainable family child care businesses
• ♦   Achieve participation in Maryland EXCELS
• ♦   Successfully launch and operate high-quality programs

This role is part of the statewide Growing Opportunities for Family Child Care (GOFCC) initiative.

 TECHNICAL ASSISTANCE SPECIALIST RESPONSIBILITIES:

    ♦   Provide end-to-end coaching from application to licensure

• ♦   Monitor progress and hold participants accountable to timelines
• ♦   Guide participants in building sustainable Family Child Care businesses
• ♦   Facilitate interactive workshops and trainings (both in person and virtual)
• ♦   Conduct community outreach and info sessions to recruit participants
• ♦   Build relationships with community organizations and partners
• ♦   Represent GOFCC at events, meetings, and community spaces
• ♦   Serve as a liaison with the Office of Child Care
• ♦   Collaborate with community partners
• ♦   Maintain strong, trust-based relationships with participants
• ♦   Travel to participants’ homes for coaching sessions
• ♦   Accurately document work in the MCCRN data system
• ♦   Track participant progress toward:

o   Licensure

o   Training completion

o   Maryland EXCELS participation

• ♦   Support newly licensed providers with quality initiatives including Maryland EXCELS

EDUCATION:

• ♦   Bachelor’s degree in Early Childhood Education, Child Development, or related field
• ♦   OR equivalent combination of education and experience
• ♦   Completion of:

o   45-hour Child Development course

o   45-hour Curriculum (Infant/Toddler, Preschool, or School-Age)

 EXPERIENCE:

• ¨       5 years’ experience in early childhood education program, licensed child care (center and/or family child care), school-age child care, Head Start/Early Head Start, or PreK education setting

SKILLS:

• ¨       Strong verbal, writing, and organizational skills.
• ¨       Strong database skills.
• ¨       Knowledge of Maryland child care delivery system.
• ¨       Ability to communicate effectively with child care providers, peers and other professionals.
• ¨       Ability to represent BCCCRC as appropriate in the community.
• ¨       Knowledge of software operation including Microsoft Word, Canva, PowerPoint and Outlook.
• ¨       Ability to work independently and travel throughout Baltimore City. 

 WORK ENVIRONMENT:

• ¨       While normal business hours are 8:00/9:00 a.m. to 5:00 p.m. (depending on time of arrival). this position requires some evening and Saturday hours to facilitate professional development classes.  Work hours will be adjusted to maintain a 35-hour work week.

 OTHER: This position requires a personal vehicle, a valid driver’s license, and a current car insurance policy. 

The mission of Healthy Families America is to promote healthy prenatal outcomes, enhance the development of very young children, and promote healthy family functioning. Program Supervisors manage the daily operations of their department unit; identify and assess client and family needs; supervise case management and support staff; coordinate service delivery to ensure that client needs, program goals and contract objectives are effectively met. This position works on a hybrid schedule which includes working remotely and on site.

Staff Supervision and Development

¨      Identify and fulfill staffing needs; work collaboratively with each staff member on talent development process to set job and development goals; approve timesheets, leave and reimbursement requests, provide, arrange a schedule ongoing staff training to enable direct service staff to deliver client service effectively.

¨      Supervise program staff including regular individual and group staff meetings and case consultation; ensure proper client to staff ratio and monitor case files for quality and completeness; assist staff in achieving competence in reflective practice.

¨      Conduct regular and timely supervision according to established program guidelines.

¨      Develop and implement Family Support Specialist training plans and ensure that assigned staff meets all Healthy Families America (HFA) training requirements.

¨      Observe each Family Support Specialist - this in home visits at least semi-annually and provide feedback that encourages professional development.

Client Service Delivery

¨      Assign cases to Family Support Specialist’s, coordinate service delivery and day-to-day operations of the program.

¨      Monitor client cases from initial referral through discharge, promoting efficient and effective client services and administration procedures including adequate client record keeping, statistical and performance outcome reporting.

¨      Provide direct case work in the absence of direct service staff.

Compliance and Reporting Requirements

¨      Ensure that service delivery is performed according to and within the HFA mission, policy/statewide directive/procedural directions/case management model, and contractual/licensing requirements. Enter data for record keeping and reporting to meet federal/state/program guidelines.

¨      Responsible for goals and objectives of contract for programs; includes HFA outcomes and reporting.

¨      Ensure that home visiting documentation is completed accurately and submitted in accordance with program policies.

 Education:

¨      Master’s degree in human services or fields related to working with children and families preferred; OR Bachelor’s degree in these fields with at least three (3) years of relevant experience; OR Associate degree or high school diploma with commensurate HFA experience.

 Experience:

Must possess 3-5 years experience working in Human or Social Services; 1 year working directly with families with children in-home or in group settings.  Case management or service coordination experience preferred. 

  Skills:

• A solid understanding of and/or experience in supervising diverse with humility, as well as providing support to staff in stressful work environments.
• Willingness to engage in building reflective practice (e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc.); experience with reflective practice preferred.
• Experience in early childhood prevention services; home visitation experience preferred.
• Knowledge of: Infant and child development and parent-child attachment; Parent-infant health, and dynamics of child abuse and neglect maternal-infant health and dynamics of child abuse and neglect.
• Experience with providing family services that embrace the concepts of family–centered, strength-based, culturally sensitive service provision.
• Must have reliable transportation to conduct client home visits as needed and visit other designated community locations.
